According to the final draft of UN Secretary-General Kofi Annan’s proposal, the United Republic of Cyprus will be an independent federal state, based on the Swiss model, made up of two equal component states. The bizonal state will have a single international presence and one voice in the EU. Greece, Turkey and Britain remain guarantor powers.
